The Partnership for Health Systems Strengthening in Africa (PHSSA) – Programme Overview
Regionally and indeed globally, Health Systems Strengthening (HSS) has been recognised as an essential ingredient for a dynamic and functional health system. This ensures that health systems respond to the health needs of the communities and offer quality health care efficiently and effectively. Good governance and effective leadership and management enhance the attainment of national, regional and global goals, including the Sustainable Development Goals (SDGs) and Universal Health Coverage.
The Ministry of Health (MOH), Kenya, Japan International Cooperation Agency (JICA) and Amref Health Africa have been implementing the Partnership for Health Systems Strengthening in Africa (PHSSA) capacity building programme for over ten years now. The programme implementation is under the auspices of the Africa Health Leadership and Management Network (AHLMN). The purpose of the programme is to create a critical mass of professionals and networks, well equipped with state-of-the-art knowledge on issues pertinent to HSS in Africa. The programme achieves this through capacity building in Leadership, Management and Governance (LMG) to strengthen the health sector. Course beneficiaries and partners are tasked to promote the same in their respective countries and settings, in partnership with regional networks, institutions of higher learning and other stakeholders. The training is offered in English, French and Portuguese to reach as many Human Resources for Health (HRH) as possible.
The programme offers two courses:
- Leadership, Management and Governance Course for Middle-Level Managers in Health
The objective of the course is to enable health leaders and managers across Africa to acquire in-depth knowledge, develop skills and enhance their competencies in leadership, management and governance practices to strengthen health systems from the grassroot to the top level.
Access: The course is offered via eLearning and is accessible through Jibu web platform or Jibu mobile application (available on Android and iOS)
Duration: between 1-3 Months
Number of modules: 10
Target: designed for middle level managers and personnel in the health sector, both pre-service and in-service. It can be adapted or contextualised to fit any academic of health context.
- Leadership, Management and Governance Course for Senior Policy Makers In Health
The Leadership Management and Governance for Health Systems Strengthening course for Senior Policy Makers is based on the LMG competencies of senior policy makers across the public and private sector for effective and efficient stewardship in the execution of national health objectives and for the key leadership and governance decisions that make or break the health sector in their respective countries.
The training integrates key management concepts and best practices and equip the senior managers with skills in strategic thinking and leadership, with a view to aligning the health sector landscape to economic and population policies and the extant political and social dynamics. It offers a transformational learning experience that prepares the senior executive to assume responsibilities at the highest level as they lead their institutions to achieve sustainable competitive edge.

Duration: between 1-3 Months
Number of modules: 5
Target: senior policy makers across the public and private sectors. Senior policy makers in Health ministries, health executives and team members with significant management responsibilities in health related institutions are ideal for this training programme.

The PHSSA Programme, anchored under the Institute of Capacity Development (ICD) at Amref Health Africa, has organized a virtual graduation to acknowledge, appreciate and recognize learners and institutions efforts in taking up the course. The ceremony will be held on Friday 20th August 2021.
